I think the infection is only to help bring out the power of the being.

As I understand it, infection works like this:
1) Beluosus introduce a small amount of his own element into the subject. Usually this goes around the child's soul stone.
2) Bel can activate the small amount of his element in the child. The resonance of his element clashes with the resonance of the soul stone, causing the child intense pain. This effect can be used either to punish the child (as we saw with Skogul).
Usually, the infection is mainly a way of exerting control over useful children. You do as Beluosus says, or you suffer some really uber-nasty pain.
In Willow's case her recent dose of Beluosium obviously couldn't join up with her soulstone, because she hasn't got one. Since her blood is composed entirely of Earthsong's element (Earthsongium, I guess), it probably mixed with that and is now merrily flowing through her bloodstream and getting distributed all throughout her entire body. Oh yay. I bet that would hurt even more than usual, since it's not localized to one area of the body. Anyway, here he's pretty clearly using the pain to make the child reflexively use her soulstone power, only it didn't work, because Willow hasn't got a soulstone. Huh, so Earthsong consciously controls her plates and therefore doesn't have earthquakes... but Gaia has them?

If they can consciously stop all plate-shifting, surely the planets would have considered that an easy solution to the leaking issue.
So maybe it's more like... Earthsong doesn't typically have earthquakes of that magnitude... |

ES has no children of her own. That may be the reason. I believe that is implied somewhere...*searches*

That's a point. If the other planets aren't keeping up to date enough to know of and stop Bel, why should they suddenly look in now that Earthsong has an Eve? Or maybe they didn't care as long as the children were going somewhere to be dealt with. Though, I really didn't get the impression that they were that cold-hearted.
